The power to administer the common resources of the community stems from the delegation granted by citizens to elected representatives. However, in this historical phase of scarce public resources, the complex system of rules determines the conditions for which there is a risk of creating a gulf between the principle of consensus, and the desirability of public policy and the ability to respond to real needs of the community. Among the different levers of intervention, the direct participation of citizens in deciding the allocation of resources within the budget, is considered a high potential in order to achieve a better balance needs to be met and resources. In Italy some local authorities have taken this opportunity and started trials involving citizens in the construction of the budget, so-called "Participatory Budgeting " (or attend).
